Guvernanții pun alături produsele bio (ecologice) cu produsele de tutun, băuturi alcoolice, jocuri de noroc și alte produse considerate de lux (Corespondență de la Conf. dr. Asociația Inter-Bio și clusterele consorțiului s-au sesizat de intenția guvernanților de a rezolva problemele deficitului bugetar cu taxarea suplimentară a produselor ecologice (bio/organice). Nu avem o confirmare a acestei intenții decât pe canale de presă, dar asociația Inter-Bio atrage atenția că o astfel de măsură asociază produsele ecologice cu produsele de lux, cele nocive sau nesănătoase ceea ce poate induce în piață idee că practicile ecologice sunt asociate cu produse de care omul se poate dispensa cu ușurință fie pentru că îi poate afecta sănătatea in sens negativ, fie ca nu au efect pozitiv, ceea ce este total inexact. Valoare produselor certificate ecologic, respectiv bio, este data de sănătatea lor pentru om si pentru planeta. Asociația Inter-Bio a încercat să ia legătura cu Ministerul Agriculturii pe această temă fără informații suplimentare.
„O astfel de atitudine, dacă informația din presă este corectă, respectiv asocierea produselor ecologice (bio/organice) la pachetul de măsuri, denotă o lipsă de interes față de acest sector. Deja această posibilă intervenție a statului coincide cu prezentarea către operatorii din domeniu și către Comisia Europeană a unui plan de acțiuni în domeniul produselor ecologice extrem de modest cu o țintă de numai 5,70% până în 2030 cu mult sub ținta europeană .Ne întrebăm dacă guvernanții cunosc beneficiile pentru sănătate a unui sistem de consum fără pesticide, cu regulamente internaționale foarte stricte. Din semnalele noastre din piață din ultimii ani, consumatorii își doresc produse cat mai curate si sănătoase, dar, in contextul creșterii TVA-ului, oare își mai vor permite astfel de produse? Pana la urma, sănătatea este un lux? Piața firavă a agriculturii ecologice din România va primi din nou o lovitură”, a declarat Conf. dr. Costin Lianu, președinteInter-Bio, director general USH Pro Businessși președinte ACEX–Asociația Centrelor de Afaceri pentru Export, coordonator al proiectului„IH Bio Danubius” din cadrul Agroecology-Transect), coordonator WeHub.
Inter-Bio este angrenat într-o cercetare complexă într-un proiect european privind elaborarea unor scenarii legate de atingerea țintei europene de agricultură ecologică, respectiv OT4Eu. Cu siguranță noua măsură, dacă va fi luată, va situa România pe ultimele locuri, putând fiind considerată un contributor la scenarii pesimiste, prin atitudinea decidenților politici. Membrii Inter-Bio contactați în cursul dimineții sunt profund nemulțumiți și surprinși de această atitudine fără minim de consultare.

The 1st call of the Green Era hub is now open. The OrganicTargets4EU project is hosting the Core Organic Network of European Public Finders that is actively engaged in the Green ERA Hub (GEH)initiative. The GEH gathers, along with the Core Organic, 15 international networks from the agri-food and biotechnology area.
This „network of networks” has started its activities in September 2022 and it plans to launch three research calls across different thematic areas. Now the 1st Green Era Hub call is open for the submission of proposals that will make „Contributions to a sustainable and resilient agri-food system”. The call encompasses the funding network of 19 funding bodies from 16 countries/regions: Belgium, Burkina Faso, Cameroon, Denmark, Finland, Germany, Italy, Ireland, Latvia, Lithuania, Luxemburg, Norway, Spain, South Africa, the United Kingdom, and Urugay, committing 10,630M€ for transnational research.
Call topics. In accordance with the call scope proposals must address one of the following four topics:
Topic 1: Enhance fertilizer efficiency and reduce fertilizer use
Topic 2: Increase European protein self-sufficiency
Topic 3: Mitigate GHG emissions in agricultural and food system
Topic 4: Sustainable energy use and production in agri-food systems

National CAP Strategic Plans–A Big Step on the Road to 25% Organic. By the end of 2022, EU Member States had finalised their CAP Strategic Plans, including organic support from 2023 to 2027. For the first time, all EU countries are providing support for organic farming and have set targets for the organic land area by 2027 or 2030.
Since 1990, most EU Member States (MS) have supported the conversion and maintenance of organic farming as an agri-environmental measure, which also provides rural economic development benefits thanks to the organic market. This support has been evaluated under previous EU and German government-funded research projects (Lampkin & Sanders, 2022). The EU Regulations defining organic farming during this period have provided a legal basis for both policy support and market development. This has resulted in a steady growth of the organic sector in EU over the last two decades, with the EU27 land area growing from a little over 4Mha in 2000 to almost 15Mha in 2021 (Figure 1).

Source: Willer et al., 2023 From 2023 to 2027, a new CAP framework has been put in place, which sees MS taking responsibility for defining their own actions, and the EU focusing on defining strategic objectives for the CAP, including for climate and biodiversity. MS must show how their actions will contribute to these objectives. In addition, the EU’s Green Deal for climate, through the linked Farm to Fork and Biodiversity Strategies, has set a target of 25% of EU farmland to be organic by 2030. The EU organic action plan from 2021 also encouraged MS to include specific strategies for organic support in their CAP SPs.
Our first analysis of the national CAP Strategic Plans (SPs) finalised in 2022 indicates that MS are aiming to almost double the area supported by 2027 compared with 2018 (Table 1). For the first time, all MS will provide financial support for organic conversion and maintenance, and all MS have set targets for the land area to be organic, either in their CAP SPs or in their national organic action plans (OAPs).

If successful, the organic area in the EU could reach 15% of farmland by 2027, but this still leaves a big gap to bridge to get to 25% by 2030 (Figure 2). Despite this, the final agreements in most cases represent an improvement compared with the proposals submitted by MS a year earlier. The EU Commission’s commitment to delivering its organic target, despite all the other policy challenges in 2022, needs to be acknowledged.

MS have also demonstrated an increased willingness to implement national OAPs, some for the first time, covering the period from 2023 to 2030 (Figure 3, green bars). As part of our research, we will be comparing the current/planned OAPs with previous plans (Figure 3, blue bars) to see how they have adapted to the current challenges. We will also be including an analysis of plans for organic aquaculture.
